As explained later in Revelation 13, this ruler will be the Beast (or Antichrist); the evil world dictator of the end times. He won’t appear as an evil person, but as a wise savior for the world when it is in turmoil. Many times in world history a “benevolent dictator” has come to power, promising to end wars and bring prosperity. Perhaps the world is about ready for him to make his debut.
